Who can Register?

a) Spanish Responsible person

Process to Register Cosmetic Product

a. The registration of these products is now done digitally through the page www.registrelo.go.cr for the use of this system, it is necessary to have a digital signature.
b. The Costa Rican Health Ministry requires the manufacturer to get a Certificate of Good Manufacturing Practices or a License of Operation, which must be provided by the government or a trade group.
c. Prior registration with the Ministry of Health is required for the import of cosmetics and personal healthcare products.
d. Exporters of consumer products may be required to provide a CFS certifying that their goods may lawfully be sold in the UK. Applications for the CFS issued by the Department for International Trade (DIT) Import Licensing Branch (ILB) should be made through the electronic Import Case Management System (ICMS)
e. Certificates of Conformity are required.

  1. Determine the need for an import permit: Depending on the type of cosmetic, you may require a permit from the Ministry of Health. Consult with a customs broker to confirm this requirement.
  2. Ensure compliance with labelling: All imported cosmetics must meet Costa Rican labelling regulations, including Spanish language labelling, and providing essential information like product name, ingredients, and country of origin.
  3. Prepare documentation: Have necessary paperwork ready, including a commercial invoice, packing list, and bill of lading or air waybill, ensuring accuracy and completeness.
  4. Submit customs declaration: Present your complete documentation to the National Customs Service (SNC), providing details of imported items, their value, and any applicable taxes or duties.
  5. Pay taxes and duties: Once customs reviews your declaration, you’ll receive an assessment of taxes and duties. Pay these fees to finalize the import process.
  6. Receive your cosmetics: After settling taxes and duties and clearing customs, you can collect your imported cosmetics.
