Cosmetics Registration in Uzbekistan

Regulatory Authority:

The Cabinet of Ministers Resolution No. 131, dated April 30, 2016, “On acceptance of the provisions on the procedure for licencing procedures in the system of sanitary and epidemiological service of the Republic of Uzbekistan”, regulates cosmetics registration in the Republic of Uzbekistan.

Who can register :  

Data to be communicated : 

  • Application of established form.
  • New chemical compounds, biological agents and materials, polymer and plastic materials, perfumes and cosmetics in quantities sufficient for toxico-hygienic evaluation.
  • It is an example of consumer packaging or its project in the state and Russian languages.
  • Explanatory memorandum (instructions for usage) describing the chemical and physicochemical features of new chemical substances, biological agents and materials, polymer and plastic materials, fragrances, and cosmetics.
  • Normative documents (standards, technological instructions) are also issued for new chemical substances, biological agents and materials, polymer and plastic materials, fragrances, and cosmetics manufactured in Uzbekistan.
  • For imported new chemical substances, biological agents and materials, polymer and plastic materials, perfumes and cosmetics, an additional document from the country of manufacture are required, confirming the safety of the imported new chemical substances, biological agents and materials, polymer and plastic materials, fragrances and cosmetics (if availability).

Process:

According to the law, fragrances and cosmetics can only be imported and manufactured with the approval of an authorized organization. The legislation establishes permissive import rules and circumstances, a list of required documents and samples, and the timeframe for getting and renewing a licence.

Both legal businesses and individuals can do perfume and cosmetics importation.

To acquire authorization, the competent authority must be presented with sample quantities sufficient for toxicological testing and a brief dossier in the state and (or) Russian languages proving the product’s safety and quality.

Timeframe and fees: 

The competent authority conducts an expert evaluation of the application and gives authorization within 120 working days of the application’s submission, including the timing of the toxicological and hygienic assessment.
